Methanol Plant Feasibility Study
​This Request for Proposal (RFP) is seeking qualified consultants to conduct a feasibility study for a world-scale methanol plant at either its Delaware City, DE, or Paulsboro, NJ refinery sites. The study will include a Front-End Loading (FEL-1) conceptual design and an assessment of existing equipment from a decommissioned gasifier unit that may be repurposed. The goal is to evaluate the integration of methanol production with low-carbon hydrogen generated as part of the DOE-supported MACH2 hydrogen hub initiative. Proposals must outline execution plans, staffing, pricing (not to exceed $750,000), and relevant experience, and must comply with federal contracting regulations. The project is expected to last no more than three months, with final proposals due by August 28, 2025.​

Methanol Market Study
​This Request for Proposal (RFP) is seeking proposals for a comprehensive global methanol market study to guide a potential investment in a world-scale methanol plant at its Delaware Complex. This study, part of PBF's role in the MACH2 consortium, will analyze the fundamentals of grey, blue, and green methanol markets to determine the most viable product, competitive production costs, addressable demand, and potential pricing. The work is associated with a Department of Energy initiative to create a Regional Clean Hydrogen Hub, and bidders must comply with specific federal regulations, including the requirement that all work be performed in the United States by U.S. citizens.
