PBF Energy is seeking RFPs for their MACH2 Project in the Delaware Valley

Updated: Sep 16

PBF Mach 2 Holdings LLC is seeking two proposals for projects associated with the Mid Atlantic Hydrogen Hub Initiative. PBF MACH2 Holdings LLC is seeking proposals for a study, Proposal No. 2507-A, to evaluate the financial aspects of developing a methanol project on the U.S. East Coast. The project could be located at PBF’s Delaware Complex.

The objective of this study is to investigate the feasibility of building a methanol plant. The deliverables for this Request for Proposal (RFP) include the following: 1) a FEL-1 study (conceptual design) for the methanol plant; and 2) an assessment of the equipment from an abandoned POX unit at the Delaware City Refinery that could potentially be reused.

PBF MACH2 Holdings LLC is also seeking proposals to conduct a comprehensive market study, Proposal 2507 – B, of the global methanol market, with a particular focus on the U.S. and global shipping markets.

The scope of the Request for Proposals (RFP) includes developing a "bottom-up" assessment that covers supply, addressable demand, production costs, transportation costs (laid-in), tax incentive implications, and pricing or "willingness to pay." All analytical requests should encompass grey, blue, and green methanol, along with forecast estimates for the next approximately 5 years (short-term) and the next 10-20 years (long-term). Additionally, we are interested in best- and worst-case scenarios, especially concerning pricing and demand dynamics.

PBF requests that interested bidders refrain from contacting any PBF employees directly regarding these RFPs.
